Here is the completed rules of the Campaign League by RedDwarf,
BlackWatch, Spud and HighCmmdr. I am posting these rules to the
BBS for member comments.
Provided that there are no serious flaws in the rules that
a member points out then the CL could be up and running
within the next 2-3 weeks.

1. LEAGUE OVERVIEW AND OBJECTIVES
** The Campaign League season runs for 12 months. See rule 8.
STARTING A CAMPAIGN - GUIDELINES
** The CL is divided into three theatres. European, African and Pacific.
** Each theatre is made up of two games where participants play once
as the Axis and once as the Allied player to complete a particular theatre.
** The main objective is the League Championship Medal, the player with
the most points at the end of the season is the champion.
** All Participants who successfully complete a campaign, ie - winning all
three theatres (six games), will receive the Campaign Victory Medal.
** There is no limit to the number of games participants can play in the
League but only a players first six games will be counted in the league
ladder. See: Rule 9. GAME CHALLENGE RULES AND GUIDELINES for
further information.
** Participants who successfully complete a theatre and earn the required
amount of points will receive a Theatre Victory Medal. there is a seperate
for each theatre.
2. THEATRES
While the term 'theatres' describe the actual placement of the bid
it is in no way supposed to determine the strategy that you employ
once the game begins. The bid itself is what is most important and
the term 'theatre' is a description of the actual bid placement rather
than an enforcement of a strategy that you must follow. What you
actually do with the bid when the game begins is entirely up to you.
The Campaign league is all about how effective and flexible you are
at using three bidding areas as the Axis and also how well you cope
in containing these same bidding areas as the allies.
There are three theatres within a campaign. Europe, Africa and Pacific.
Every game in the Campaign League must be played with a bid some-
where between 17-25ipc's. Below is the bid placement table showing
the minimum
amount of your bid that is required to be placed in a particular theatre.
Note that you may place more or even all of your bid in the theatre.

This means that no matter what your bid amount is you may only place
a maximum of 6ipcs outside of the particular theatre that you are playing
Below is the territory and unit restriction conditions for each of the three
theatres (ie - Where the required minimum portion of your bid must be
placed):
EUROPE: Any German land or sea territories, except Algeria and Libya.
AFRICA: Any German land territories in Africa.
PACIFIC: Any Japanese land or sea territories.
3. SCORING POINTS
Players score two pts for a win. zero pts for a loss. Particpants
can earn a bonus point from your game bid.
4. BID BONUS SYSTEM
Provided that you win the game you can also earn bonus points
from your own and opponents bid. See the bid bonus tables below:
Earn the following bonus points as the Axis player with a bid of:
17 = 1.25pts
18 = 0.50
19 or 20 = 0.25
21 to 25 = 0
Earn the following bonus points as the Allied player vs an Axis bid of:
17 to 21 = 0
22 or 23 = 0.25
24 = 1
25 = 1.25pts
5. USING RATINGS
As well as scoring points you can also accumulate rating points. The
sum total of your six league opponents will be the determining factor
in the event of a tie breaker.
6. PLAYER MEDALS
* League Championship Medal (LCM) *
The recipient of the LCM is the player who accumulates the most
points in a season
* Campaign Victory Medal (CVM) *
The CVM will be awarded to all players who can win all six games
that make up a campaign
Theatre Victory Medals (TVM) *
There are three seperate TVM's. The European Victory Medal, African
Victory Medal and Pacific Victory Medal. To be awarded any particular
TVM a player must not only win both games in a theatre but also
accumulate a minimum of 4.50pts from the two games that make
up any particular theatre. Thus you need to gain bonus scores
from one or both of your theatre games
7. HALL OF FAME
Players achieving "firsts" and other record breaking events will be
honored in the Campaign League Hall of Fame.
8. STARTING A CAMPAIGN - GUIDELINES
As the Campaign League season runs for 12 months participants
should begin their games as early in the season as possible. While
there is no cutoff date to begin a campaign you should first consider
how much time there is left of the season and whether you will be
able to finish an entire campign in the time remaining. OR perhaps
you are just aiming to complete a mini campaign of a theatre or two
so as to earn a theatre award or break a certain record and earn a
spot in the Hall of Fame. Whatever the reason for beginning at
whatever time of the season bear in mind that games will be subject
to adjudication if they are uncompleted at seasons end.
9. GAME CHALLENGE RULES AND GUIDELINES
Rules
1) Players can use any means to find an opponent. Posting a challenge
on the Campaign League Forum on the BBS will present your challenge
to the largest audience.
2) Participants cannot play the same opponent more than twice in a
campaign season (see also rule 3 below).
3) Over the duration of a campaign season participants may play two
games against the same opponent in the same theatre or a game in
each of two different theatres. (Just remember rule 2 - you cannot
play an opponent more than twice in a campaign season)
4) A participant may play any opponent at any time during the course
of the season with the exception that you cannot play the same
opponent more than twice. You may play an opponent even if they
have completed or nearly completed their campaign. Remember: only
your first six games will be counted as Campaign League games
example:
Your potential opponent, Joe has nearly completed his campaign.
The list shows his games to date:
Pac theatre: games #1000(axis) ~ #1001(allies) both completed
Eur theatre: games #1100(axis) ~ #1120(allies): both completed
Afr theatre: games #1200(allies) ~ #1250(axis) where 1250 is still
in progress
Even though Joe only has one game left in his campaign (which is already
in progress) you may still play him in any particular campaign game. Lets
say that you challenge him to a Pacific theatre game ( #1300) the result,
a win or a loss will only count for you and will not count for Joe who has
already completed both of his pacific theatre games (#1000 & 1001) thus
it will only be considered to be a regular game for Joe
Even if you you were playing an African theatre game with Joe as the axis
(the same kind of game that Joe is still playing in #1250) the result for you
will be counted but the result for Joe will not (as he is already playing the
same kind of game in #1250) and will just be another regular game for him.
The reasons why you can play any opponent who has already completed/
nearly completed their campaign (but not played them more than twice)
is two fold:
- It helps lessen the impact of errors (ie- accidently challenging a person
who has already played that particular type of game) thus potentially
eliminating a lot of administrative work required to correct errors.
- It also helps ensure that all participants always have as many potential
opponents as possible available for a campaign league game.
Guidelines
When posting a challenge in the CL forum on the BBS remember to
include the following:
a) The theatre that you wish to play
b) Whether you want to play the Axis or Allies
c) the rating of your potential opponent
d) provide your own rating
e) the bid you wish to apply to the game
f) whether or not you want to reciprocate the game
and the bid you are offering
Example:
Greetings,
I am looking for an opponent with a rating of 1275+ for an African
theatre game where I will play the Axis with a bid of 20. I am willing
to reciprocate in the same theatre and will accept an Axis bid up to 22.

10. GAME CHALLENGE FORM - SUBMITTING/ACCEPTING
Please make sure that you fill out the game challenge forms correctly.
In the Game Challenge form ensure that TOURNAMENT game option
is selected or if you are the player accepting the challenge then please
make certain that you have chosen the correct choice from the
tournament list. The three choices are:

You should check your gamestart email to ensure that the information
provided is correct. This includes checking that the correct tournament
is selected as well as ensuring that the bid conforms to the theatre
placement conditions. If there is an error then you must send an email
to the Minister of Tournaments within 24 hours of the gamestart date.
You should CC your opponent to make sure that he is aware of the
situation.
There is one error that I will not fix and that is if a game intended to be
a Campaign League game is sent out as a regular game by the gamestart
email.
To avoid this situation the player who accepts the challenge should ensure
that the game challenge has been selected as a tournament game and
that they select the proper campaign game (ie - EUR, AFR or PAC). If
the game challenge form has been incorrectly submitted then the accepting
player should reject the challenge and make sure that the challenge is
resubmitted correctly.
11. ADJUDICATION
Games that have not been completed by the end of the campaign
season will be subject to adjudication. Only games in which US5
has been completed will be eligible for adjudication. Games not
eligible will not be counted as Campaign League games and will
be played out as a regular game.
