			<description><![CDATA[ I believe DAAK has changed the bid rules for AAR to make it similar to 2nd ed.  Now all of the bid can be in units - none is required to be IPC.  I think they
expect the average bid to drop to more like 8 or 9 (the PE 3 inf in Ukr bid?).

This rule change will be written into their ruleset.  Is there any discussion of adopting the new ruleset or bidding system for IAAPA? ]]></description>

			<description><![CDATA[ Although I've DEMONSTRATED the devastating effect of techs on the overall strategy of the game, I still see fierce resistance (particularly from the generals) to ban techs from tournament games at least. I don't know how lucky people can feel themselves generals when most of the games they won is thanks to weapon developments!!
