More combat zone fun

I have read the rules and related posts, but I still need to clarify what I can and can't do according to club interpretation.

Scenario:
Allies occupy Nwy, Len, and a large force in Eeu.
Axis (all German) occupies Weu and a large force in Ger.
Allies have Baltic navy: Uk has 4 trn, bb, ac; US has dd; USSR has sub.
*Germany builds a sub in Baltic.* Dang Germans.

1) I don't think I can do this on Uk turn (but tell me if I can):

MOVING THROUGH SEAZONES WITH NAVY , in 4th EDITION

EXAMPLE:

USA HAS 1 AC, 2 FTRS, 1 TRN + 1 INF, 3 BB's in BORNEO SZ

JAPAN HAS 1 SUB in PHILIPPINES SZ

** COMBAT: usa attack the sub with 1 BB & 2 FTRS. success.

** and then can USA Non Combat move through PHILIPPINES SZ ( just taken )
to EJS SZ and sit in that seazone, with ac, 2 ftr, 2 BB's ?

**** also, is there any way the TRN with 1 INF can reach japan in combat move?

just want to get confirmed.
if i roll and hit a tech, can i then use it in that same turn ?

Example : i roll for lonfflying air in germany 5 turn, can my air fly long in combat of germany 5 ? or not until germany 6 turn ?

Declaring losses

Large US navy (with a dd but no subs) attacks a large Japanese navy (with subs but no dd). Attacker of course rolls for defensive subs and all offense, then pauses for losses. Who has to declare losses first? Losses from defensive subs? Or losses from attacking non-subs?
It is kind of crucial, because there is a lot of air on offense against a lot of subs, so if acs start falling the battle becomes interesting.

sorry if i have to ask, just need to get confirmed.

UK 1, ftr from BEN Z 35 fly 2 step to ECH Z 59. Allied commander want his fleet in TIM Z 38...the figther need 3 more step to land there so solve the problem with land it on AC in BEN and then move AC with figther on to TIM.
The figther did move 6 step but the clever pilot did only use fuel in four of them:

1) Uk lands an originally UK AA gun in Karelia. Germany takes it in Kar, and Uk retakes it in Kar. Does AA belong to Uk or USSR and why?
2) Japan moves an originally Japanese AA gun into Kaz. Uk takes Kaz. Does AA belong to Uk or USSR and why?

I have never done this, but have been tempted in 4th ed. I bet this possibility comes up in almost every game played with a Baltic navy. I was wondering, is it a) legal, and b) ethical.
My understanding of the rules is that ftrs can attack anywhere if they have a potential landing spot, such as an ac moving in non-combat, even if the chances are slim.
Imagine a large fleet in Baltic (like Spud knows I like), where I have 4-6 ftr sitting on 2 or 3 ac, and a bmb or 2 sitting in...

The german fleet sneak away into WMD.
UK fleet and air attack.
All defenders are hit but the subs and they submerge.
UK have now BB ( not damaged ) alive and a lot of air to land.
Now it is time for USA turn, attacking with a tiny fleet including destroyer.
Can the UB BB take a hit ( or two ) in this USA turn.

Weu was attacked by the following declaration:
2. WEU - 2 inf
with 2 INF ALG, trn azo < nor sz
with 1 AA GUN UK, 1 ARM, 2 INF via 2 TRN NOR SZ
with bb shot nor sz

Uk only has 3 trns, so he can't drop the AA in post-combat unless he left an infantry at home. But I don't think he can attack with the AA either...right? Is this a CDE?

I made the usual UK 1 attack with sub vs sub in sos. attacking sub made a suprice attack and hit, then defending sub also made an suprice attack and hit...i belive she as ded already.
Is it a rollerbug or do they suprice eatchother ?

If the AC's attack SZ 7 what that make an attack with 4 German FTR'S on SZ 8 legal??? (All the German FTR'S have 1 movement point left.

If both the US and UK have rockets and they both have AA guns in Bri, can they both fire at Seu on the same turn? If they both can fire and they both hit for 6IPC does this violate the rule about loosing more IPC than the territory is worth?

If the British player has 2 aa-guns in GBR and has rocket tech
can he fire at both Germany and S.Europe in the same turn?

If yes, I assume the same would work for the USA?
